Edit: I am working on another version of this that is for people with really really good computers. Once I get a little more feed back on the other one, I will release the other public config for you guys with N.A.S.A. comps. Also I have edited the v1 version to now show decals, bullet holes. and sparks.

Is this designed for someone with a shitty computer?

For the most part ya, but I made it for anyone that doesn't have a "super" computer. This works great with crappy,good, great computers. I wouldn't suggest it to someone who has 300+fps with 50 people on a server. Anyone can use it. It will just make the graphics look a little less realistic for someone with a really really bad ass computer. My suggestion would be try it. If you don't like it you can simply remove it. It is very simple to install/remove.
